It depends where you start from! from Europe, budget airlines to Sofia or Varna or Burgas are cheapest. By car from North /western Europe there are Motorways as far as Eastern Hungary.Thereafter you can opt for motorways via non EU Serbia but may meet some border 'problems' and scams such as allegedly compulsory and expensive extra insurance, or go via Eu member Romania on reasonable but mostly non motorway main roads with less hassle at the borders. For western Bulgaria the Serbia route may be best. For Eastern Bulgaria such as the Black sea, consider via Romania, crossing into Bulgaria at Rousse.Train and bus alternatives exist if you are desperate.
