The company CHATTEM that makes Capsaicin cream for Arthritis pain relief says that if you wash your hands with cooking oil thoroughly, then sprinkle table salt on that to remove the oil, it will also take out the residue so it won't continue to burn your hands. ( I have tried it, it does work ).

Assuming the stickiness, not the hand at the wrist with a big ole axe, and that you've tried soap and water,
try a solvent like limonene, the active ingredient in things like 'goof off', 'goo remover', etc., smells like Oranges, non toxic, v effective.
If you really need to get it off right now because your fingers are now stuck to the keyboard on your computer, try some turpentine, kerosene, paint thinner, acetone, xylene, but try a little bit first to see if it works, do it outside in lots of fresh air, note these are all flammable, odourous and toxic. Use disposable kitchen paper.
Some nail polish removers are good, esp. the non-acetone based ones.
