Try utilising a photo sharing site, like Photobucket, or imageshack. Then you can upload your photos to the web, and share the link with your friends and family.
Or, if you don't have internet access at all, try taking your camera to Target or Walgreens, and they'll develop the photo files into actual photographs, which you can mail.

GIMP and Photoshop can. :)
JPG (or JPEG) is a bitmap image format, meaning it is made up of a grid of individual pixels. Each pixel contains color information, which makes JPGs suitable for photographs and images with complex color variations. Unlike vector images, which are based on mathematical formulas and can be scaled without losing quality, JPGs can lose clarity when resized significantly.
Jpgs are normally photographs.
Umm... I guess any. But only if the size isn't larger than 1600x1200 (I think that's the max size). JPGs, BMPs and PNGs (those I use), however PNGs load quite long, BMPs also some longer than JPGs.
it is best used for picture files, JPGs are very easy to print. most pictures downloaded off of a camera are JPG files. for graphics, windows uses metafiles, (WMF), and PDF files are good for viewing on a webpage. hope this helps!
AVIs can not be directly converted to JPGs. An AVI file is a video, a JPG file is a single image.
without any doubt its photoshop - you can also use the cheaper version photoshop elements - its best because of the way it resamples the image using bicubic interpolation - you can resize up or down quite a bit without losing critical details or having the image "mush out" too much - photoshop also has the option of saving jpgs in uncompressed format (12 quality) so no artifact damage occurs (most other photo programs only save to 10 quality) that said there are many good ones and the only real choice is not using one of the few really bad ones - mainly look for option to use bicubic resampling and to save to at least a 10 quality jpg if quality is important to you
Well, I would recommend converting jpg files to pdf files by using a converting program or software that converts jpg files to pdf files. There are many programs and software that are offered for an incredibly reasonable price, or at a fee of no charge at all.
If you are using Outlook express and most other means of sending email. Start up your email. Go to "send message". Go to "Insert" Go to "file attachment" A choice of locations will open up Go to the location of the file you want to send, for example "My documents /the name of your file" Double click on the name of the file you want to attach. The attachment should now be displayed at the top of the email you want to send. Click on it to see if does what you want it to. If it does. Address the email etc and send. Take care when sending attachments with pictures in it that the pictures are not too big or sent in the wrong format. JPGS and gifs are good

That completely depends on your television, DVD player, whether you're tv is hooked up to your computer. TVs can play all sorts of things. Most DVD players made in the last 6 years or so can play JPGS if they are burned onto a disc, though there are always limits. The biggest being the size of the image (large files take longer to display). Regardless if it's on DVD the resolution will be no exceed 720pixels by 480pixes, even if the original was 2000 by2000. Some newer HD TVs (and DVDs or Blue Rays) can take memory cards directly and can thus display higher resolutions. If you can hook up the TV to a digital camera or camcorder that's probably the most typical way of displaying a JPG. Just keep in mind that it's really dependent on the media you are using to display in on and with rather than the JPGs themselves.
