The "normal" fasting glucose level is between 60 and 100. In a healthy person, under 60 is considered low. However, diabetics who are accustomed to having high blood glucose levels could experience symptoms of hypoglycemia at 100 or more.

The best thing you can do, is monitor your Blood Sugars, keep a diary, know your Family History and make an appointment with your Physician does anyone have Diabetes in your Family? Very important to monitor your levels. Anything over 125 is boarderline Diabetes, anything over 130 will diagnose you with Diabetes (Need to be Fasting = Nothing to eat or drink for at least 8 Hours)

Yes and no. Type 2 diabetics are able to control their blood sugar levels by exercising. Type 1 diabetics must use insulin, however exercise does help them keep a lower blood sugar level.
They need to keep their blood sugar at a certain level. They might have to go without sugar for days, then have to eat candy for their blood sugar. I've never had it, but I bet diabetes sucks.

Glucagon, yes. Cortisol, probably not. Glucagon raises blood sugar. Many type one diabetics own glucagon injectors, so that when their blood sugar goes too low they (or someone with them) can inject them with glucagon. Cortisol does raise blood sugar, but it is not used to raise blood sugar. It's used to treat many other diseases, but not the low blood sugar which type 1 diabetics sometimes get.
