you need a statistics team to answer this one. i would say, based on your question, if you mean single vessels most likely a river with a heavy workload of 'punting' a river area anywhere in the world like gondola in Venice or punts in oxford or cambridge . Or if you mean large ships coming and going, doing passenger and cargo runs it would have been the thames once but i would image its it china because of their sheer amount of export.
