Some carbs had a choke mechanism that relied on engine heat to pull open the choke blade. The center port you're referring to was the source of the heat.

The passageway provides heat to pull off the choke. If the carb you're using relies on that heat source, you'll need to add the restrictors to the intake gaskets.
Yes you can but you will need to modify the bolt holes in the intake manifold. The TBI intake 4 center bolts, 2 on each side will not line up with the heads. Must drill them out just a little.

No. Not without switching the cylinder heads. I think it was 89, Chevy came out with the 1st generation Vortec heads, which require a different intake.
