Very very low.
You can't. Each Pokemon gets their ability at birth. There is a 50/50 chance of getting either ability if it has two. Getting the right ability/nature/IVs is tough so good luck

IVs are Individual Values, which determines a Pokemon's strength at birth or in the wild. IVs are generated randomly in each stat, covering HP, Attack, Defense, Sp. Attack, Sp. Defense, and Speed and cannot be trained or changed. The total max IVs a Pokemon can have is capped at 186, adding all stats having 31 IVs each. (Maxed IVs in one stat)
No, the amount of HP a Pokemon has depends on its IVs and nature.
im not sure
IVs are determined randomly. There is no way to influence IVs. However, when breeding, each parent donates the IVs for two stats, but those stats are chosen randomly.
Wailord's base HP stat is 170, which its HP stat can be maxed out to 450-544 at level 100 with a beneficial nature and great to perfect IVs.
Some Pokemon can have that much IV's when bred.

Pokesavs aren't very fair at all, because it makes the hard work and effort people put in useless. But if you want to use Pokesavs anyway, your best bet is to pick two or three stats and make them 31, the rest should be random, but somewhat lower numbers. I breed pokemon for perfect IVs, and have only ever gotten one. I've bred many with perfect IVs missing only one stat, the most important ones. Anyway, my words are, two to three, SOMETIMES four stats are okay for 31 IVs and it is fair. Any more than that you have a VERY high advantage over Breeders/Old Fashion users. :) Good gaming to you!
The code for Encountering wild Pokemon with max iv's is:12073f50 0000201f12073f66 0000201f12073f7c 0000201f12073f92 0000201f12073fa8 0000201f12073fbe 0000201fchanging the 1f's at the end of each line changes the stat of the IV.here is the list:00 = 001 = 102 = 203 = 304 = 405 = 506 = 607 = 708 = 809 = 90A = 100B = 110C = 120D = 130E = 140F = 1510 = 1611 = 1712 = 1813 = 1914 = 2015 = 2116 = 2217 = 2318 = 2419 = 251A = 261B = 271C = 281D = 291E = 301F = 31see how 1f is 31? if you replace it ith 1E it would be 30 IV's in that stat. still don't know which lines contain which stats so you'll have to experiment.Is this for us or UK
Pokemon that don't have max EVs or IVs. If you don't hack, then you can use any Pokemon you have.
