Wailord's base HP stat is 170, which its HP stat can be maxed out to 450-544 at level 100 with a beneficial nature and great to perfect IVs.

Pokesavs aren't very fair at all, because it makes the hard work and effort people put in useless. But if you want to use Pokesavs anyway, your best bet is to pick two or three stats and make them 31, the rest should be random, but somewhat lower numbers. I breed pokemon for perfect IVs, and have only ever gotten one. I've bred many with perfect IVs missing only one stat, the most important ones. Anyway, my words are, two to three, SOMETIMES four stats are okay for 31 IVs and it is fair. Any more than that you have a VERY high advantage over Breeders/Old Fashion users. :) Good gaming to you!
