Some Pokemon can have that much IV's when bred.
IVs are Individual Values, which determines a Pokemon's strength at birth or in the wild. IVs are generated randomly in each stat, covering HP, Attack, Defense, Sp. Attack, Sp. Defense, and Speed and cannot be trained or changed. The total max IVs a Pokemon can have is capped at 186, adding all stats having 31 IVs each. (Maxed IVs in one stat)
No, the amount of HP a Pokemon has depends on its IVs and nature.
im not sure
IVs are determined randomly. There is no way to influence IVs. However, when breeding, each parent donates the IVs for two stats, but those stats are chosen randomly.
EVs are Effort Value points. Each pokemon you battle gives certain EVs. IVs are Individual Value points. A pokemon will have a random number between 1-31 indicating how much growth each stat will have.
You don't have to use action replay. Just check the pokemon's summary.

Very very low.
You can't. Each Pokemon gets their ability at birth. There is a 50/50 chance of getting either ability if it has two. Getting the right ability/nature/IVs is tough so good luck
this should work like a charm at least it did for me: 92186412 21324634 21324567 98765767 09898744 56432875 (hold l+r to activate, but it takes actsactly 2 minutes to activate sorry!)
Pokemon that don't have max EVs or IVs. If you don't hack, then you can use any Pokemon you have.
