You have several options as far as cheap goes. Some computers, which are traditionally more expensive, such as Dell and HP, can be purchased used or on sale. Other brands such as Toshiba and Gateway have a cheaper starting price.
I don't know about Microsoft Office. For internet access, that will vary depending on your location - you'll just have to ask the different Internet service providers, and compare prices.
I would assume that Office is also in other countrys, if you can't get it in stores, just buy it off the internet, you can download it or have it shipped to you. Don't use downloading if you have a bad internet provider.
