While there is no real "cheap" way to outfit a vehicle with emergency lights, you can get the lower quality lights, old fashioned ones that aren't LEDs and things. Typically unmarked emergency vehicles will put a light on the upper part of the windshield interior and one on the dash, one on the upper and one on the lower portion of the rear window, and optional on the sides if necessary.
