Thermochromic paints change as the temperature changes. As the temperature goes up, the pigment becomes colorless, revealing the base coat or graphics underneath.
I googled it and turns out it was something called Thermochromic paints. They paint a car normal underneath because when the Thermochromic paints heat up, they become transparent revealing the original paint coat. Which is popular for making some pretty cool designs.

The paint used on them is temperature sensitive, make sure the water you use is either warmer or colder than the temperature of the car. Too hot or too cold will retard the color change. Check out the related link for ideas.
