Allegra D, D as in decongestant, contains pseudoephedrine and the Allegra part is a more complicated anti-allergy med. The pseudoephedrine is an over the counter med that you have to actually sign out for now, but need no prescription for of course. This will work wonders on your nasal symptoms. If you are only looking for a decongestant then you could just take pseudoephedrine. Allegra D 12hr or 24hr have quite a bit of pseudo in them so be carefull that you dont take much or if you have an existing heart conditions. Claratin is over the counter, but without the decongestant. Basically you could take the pseudoephedrine with Claratin or take diphenhydramine (Benadryl). This will most likely cause drowsiness unless you have a tolerance to it. What symptoms are you specifically trying to eliminate?

ineffective medicine
Claritin (loratadine) and Allegra (fexofenadine) are both in the 2nd generation antihistamine category, so you are correct - they are both in the same drug category. Loratadine, however, has applied and has bee approved by the FDA for over the counter sales while fexofenadine has not. This is why you can buy Claritin, but not Allegra, over the counter. It is all a matter of approval, not drug type.
