If your Windows operating system is not installed on drive C, you can simply format using the inbuilt formatting tool. Otherwise, you need to boot your computer using an operating system on different drive to format C.
When using the format command in DOS, the /s command-line argument "format c: /s" tells the system to copy over the system files necessary to make the drive DOS bootable. It is the same as using the "sys" command after finishing the format.
You cannot format the drive / partition that Windows Vista is currently running on while it is running. You will need to boot from either a partition utility disc, such as GParted, or the install disc of the operating system you want to install, and format the drive from there.
The question is a bit vague. You need to specifiy what you are trying to do and what operating system you are using. For instance, if you are at a command prompt in DOS or Windows you could type in FORMAT C: /S and the drive designated by the C: (c drive) would be formatted and bootable system files would be added (/S). Please be more specific when you re-ask your question.
you can't format the drive that you're running windows from while in windows. use the setup disk to run a recovery console and you should be able to format it from there using format c:

Floppy drive? I have never used a floppy drive to format a HDD. If you're trying to format the internal drive that contains your core system files then you can use a Windows XP installation disk to format it. If not then you can use the Ultimate Boot CD. This CD is burnable using Alchohol 120 and you can boot into it and it contains a HDD wiper. I'm sure it also comes with a format function. I will provide you with the link to download it below.

no - you cannot format an operating system if it is in use.! (but you could if you had it connected to another PC using that's operating sytem or if it was also on another partition of the same hard drive.)
