Given the following approximate radii for Earth and mars orbits:

Earth = 149,598,261 km

Mars = 227,939,150 km

The shortest distance between the two is the difference between the two,

which yields 4minutes 21seconds for radio to go that distance.

The longest distance between the two is the sum, which yields 21minutes.

Is mars traveling at them at the same speed as the earth?

Mars is so far away in fact that it takes radio signals quite a long time to get from the spacecraft back to Earth. During Curiosity EDL, this delay will be 13 minutes, 48 seconds, about mid-way between the minimum delay of around 4 minutes and the maximum of around 24 minutes.

Why can't the mars rovers be effectivly remote controlled?

First of all, it takes a couple of minutes for the radio waves from Earth to reach Mars. Hence, we cannot control the rover like a remote-control car. The moves have to be planned, and sent as instructions to the rover. The rover then carries out those instructions and notifies the Control Center when it is done. Secondly, if something goes wrong with your RC car, you can just pick it up and fix it. If it flips over, you can just pick it up and place it correctly. If it gets stuck, you can move it yourself. All this is not possible on Mars. The Engineers have to be very careful when giving commands to the rover. One wrong move could mean the loss of the rover, along with the loss of a lot of money
