It occurs in the opening sequences before the cyclone carries Dorothy Gale and her pet dog Toto from Kansas, over the rainbow and into the magical lands of Oz. Miss Gulch is upset over Toto trespassing into her garden and attacking her whereas Dorothy defends Toto as having the right to go where he wants.
