Bret was offered a ton of money by WCW at the time his contract was expiring, WWF not so much. His last match was scheduled for Survivor Series 1997 and he didn't want to lose in Canada, which wouldn't have been a problem... if he wasn't WWF Champion. People were worried that if he won and left he'd take the belt with him, which would have screwed everything up. So they made Bret think they would do a run-in ending to the match as soon as Shawn Michaels put Bret in the sharpshooter, but instead Vince yelled at referee Earl Hebner to ring the bell as it Bret had sumbitted, which was never in the plan, causing The Montreal Screwjob.
