In normal situation the mains water comes into the house by piping laid underground.
The depth depends on practicality and location AND on the frost line. In most countries the official rules AND watercompany's engineers assure that piping is laid below the frost line (because of cost and environmental impact of frozen waterlines each winter)
That means for a lot of countries in the northern hemisphere between 1 & 2 meters (3 to 6 feet).
Providing the soil is not pure bedrock or sand, the temperature at that depth is fairly constant,: between 8 & 12 degrees Celsius (for my location)
The cold water tap should thus be similar.
Of course, if your mains cold water pipes run along a radiator, or behind the boiler, or bolted to the hot waterline, then the temp is higher.
Let the cold water flow for 30 seconds to a minute, and it should drop to its normal temp. : between 8 & 12 C

This happened to me last winter. It ended up being that I was low on anti-freeze. I filled up the reservoir with the correct mixture of anti-freeze and distilled water and voila I had heat!
