I think that is a stupid question to ask. Just look in a music store, dummy!

Generally, student violins are not bought based upon the brand, but by the maker of the violin. Any violin that one buys that is less than roughly 250 USD is not going to be of very good quality. If you buy a violin online, you might have to get the bridge completely readjusted (just for your information). It would be much better to go to a music store or a violin shop and see if you can get a nice violin for a reasonable price instead of buying a violin online.
They are a student violin, I think massed produced in China only in 2003-2004, yet claim "German Engineering" on the label. Brand new they run around $150 Yes, German Engineering is code for Made in China. Used their worth around $50.
Palatino violins are strictly 'entry-level' low cost and suitable for beginner's.
The violin I am using now was $2,000 when I bought it five years ago and was bought to get me through high school. The cheapest violin I've ever bought was $100. It was my first violin so its tone was not good and it was very hard to tune. To get a good quality violin, it usually cost $1000-$5000. It just kind of depends on whether you're looking for a violin for a beginner, intermediate, or advanced person.
A violin teacher helps to teach a student how to play violin. A violin teacher helps a student with technique and selecting repertoire. He/she is always positive and encouraging to help the student grow musically.

Good luck finding an honest appraiser! Violin resellers need their cut so they cannot answer exactly. As a student, I ask my experienced teacher about these things. A good quality violin that old is likely to be worth a lot, so get many quotes to form your opinion.
The first Josef in the Klotz family was born in 1743. He was Sebastian's son so the violin may be a fake. Take it to a good violin dealer, someone who deals in older violins, not student violins and have them look at it.
