Jerusalem is a city whose status is hotly debated.

Between Israel and Palestine
After Israel declared independence and achieved a ceasefire with Jordan in 1949, the city was divided between the modern West Jerusalem, which was under Israeli control, and the Old City and modern eastern districts called East Jerusalem, which was under Jordanian occupation. West Jerusalem was established as the Israeli national capital in 1950. In 1967, Israel conquered the Jordanian holdings in former Mandatory Palestine, including East Jerusalem and sought to unify the city. In 1980, Israel passed the Jerusalem Law, which made the entire unified city of Jerusalem the Israeli capital.

In the same time period, the Palestinian Resistance movements argued that the Jordanian-occupied East Jerusalem was the capital that they wanted for their future state. All subsequent Palestinian movements recognize Jerusalem as the de jure capital of Palestine, even if the de facto headquarters are in Ramallah, Gaza City, Abu Dis, or are outside of the former Mandate of Palestine.

International Dispute
The issue that a lot of international groups have with the Israeli Declaration that Jerusalem is its capital is that the city defined by the Israelis as Jerusalem contains both de jure Israeli territory (West Jerusalem) and the de jure non-Israeli territory (East Jerusalem) which is owed, theoretically, to a Palestinian State under United Nations Security Council (UNSC) Resolution 242 as amended by the Israeli-Jordanian Peace Accords in 1994. The UNSC Resolution 478 crystallized the international stance on this issue. If Israel, like East Germany, claimed that half of a city was its operating capital (i.e. West Jerusalem - but East Berlin in the German case), many international observers would have fewer objections to recognizing it as the capital of Israel. However, as the official Israeli capital contains territory that is not technically Israeli, many organizations and countries prefer to treat Tel Aviv, a city that is unequivocally Israeli and the site of David Ben Gurion's Declaration of Independence, as the working capital. Therefore, all embassies in Israel are in Tel Aviv.
