As far as I know there is no special significance to Cecilia and November 22. Frequently the feast date is the anniversary date of the day the person was reborn into Heaven. However, with Cecilia we are not even certain of the century or year when she was born or died so those dates could not be used. There are thousands and thousands of named saints and only 365 days in a year so each saint has to share the glory of their special day with a number of other saints. John Newman, who was recently beatified in England, was given the date of his conversion to Catholicism from the Anglican Church as his feast day.
