The problem in Road to Paris is, two children, brother and sister Paris and Malcolm, are brother and sister. They're foster kids, but the foster home they're currently living in is an abusive foster home. So, Malcolm and Paris decide to run away. But they get separated. Finally, their birth mother comes back, and Paris has a tough decision to make; to stay with her foster parents, or her birth mother. Capulet's announcement of Juliet and Paris's marriage is ironic because he made the decision the morning of Juliet's wedding night. Juliet tries to resist the marriage because she is already married to Romeo.
Well, he makes several decisions over the course of the play. For example, in Act 1 Scene 5 when Tybalt complains that Romeo is a Montague party-crasher, Capulet decides to let Romeo stay. As a result he meets Juliet and forgets all about Rosaline. As a result we get the plot. His decision to turn down Paris's initial offer of marriage to Juliet, his decision to change his mind and promise Paris that he can marry Juliet, and his decision to try to force Juliet to marry him rather than apologise to Paris and say that Juliet has no interest in marrying him after all are all decisions which impact the plot.
In Act 3 of Romeo and Juliet, three important events are: the secret marriage of Romeo and Juliet, Mercutio's death at the hands of Tybalt, and Romeo seeking revenge by killing Tybalt. These events escalate the tension between the Capulets and Montagues and set the stage for further tragedy in the play.
At first Lord Capulet wants Paris wait until Juliet is older for marriage. Later on though when he is angry he moves the date up closer on impulse.

These leaders declared Paris to be a "Free City"; that is, they communicated to Germany that they would not defend Paris nor use it as a military base, and thus it was spared from being bombed or otherwise attacked.
June, 1940 Germany never invaded Paris, rather Paris was occupied after the French government abandoned Paris for Tours. It was declared an open city on the 13th, German troops entered it on 14th June 1940. Paris was however bombed on 3rd June, this undoubtedly contributing to the French decision to abandon the city rather than have it invaded and fought over.
