The question is poorly written. If you mean establishing a government through violent means, then it can be a revolution, a coup, a junta, etc. If you mean a governmental establishment using weapons as a means of government control, then it is a military <insert government form here>. Ie, military junta, military Dictatorship, military democracy (though usually called totalitarian democracy).

The common justification is having weapons of mass destruction. Iraq was accused of having nuclear weapons that proved later to not true. Syria was accused of using chemical weapons against Syrian people although the inspection team have not yet proved whether the chemical weapons used by the government or by the opposition.

Depends on you're using the definition of machine gun as an often crew served weapons designed to deliver suppressive fire, or the BATFE definition, in which all full auto weapons are designated as machine guns. The Czechs in the runup the Second World War had a 9mm submachinegun with a bipod for use in the suppressive fire role. That would probably have been the smallest under the first definition. By the BATFE legal definition (where any full auto is considered a machine gun), the smallest semi auto handguns, if they underwent a conversion, could take this distinction.
