∙ 10y agoOligarchy means 'rule by the few'. There could be a narrow-based oligarchy of a small clique of aristocrats, or a broad-based oligarchy of all the property owners. So 'few' was flexible. If the number of property owners was more than the non-propertied class, it was still an oligarchy and they were still 'the few'.
The wider political system was democracy - people power, but old ways died hard. When non-propertied citizens were given political rights in the Athenian experiment with democracy, the non-propertied class had to declare in the Assembly the untruth that they were part of the propertied class.
