I have the manual on the 4D32 engine. There are two sets of timing marks on the 4D32 engine. One set is marked 1-4 these are used on the bottom of the crank, the other is marked 2-3 and these are used on the top of the crank. The easiest way to time the engine is to remove the valve cover and turn the engine to the 0 degree. It was easier for me to use the bottom timing marks. When on 0 degree, at top dead center, both valves wil be closed. If you can not move the lifters, rotate the engine one revolution and stop on 0 degree. You should be able to move the lifters. Now find the notched gear tooth on the injector pump. One tooth has the back edge cut on the the gear. There is a mark on the injector housing, at about 2 o"clock. Turn the notched tooth to the mark and start pushing the pump into place. As the pump gears engage the timing mark on the pump will move down the distance on one tooth. Bolt pump into place and timing should be correct.

If you are referring to ignition timing, diesel ignition timing is primarily controlled by the injector timing. This is also why diesel engines run such high injector pressures. The timing is very carefully controlled by the vehicles computer.

You can set the injector pump timing on a 4HF1 Isuzu engine by adjusting the fuel injection screw. The adjusting screw will restrict the amount of fuel to be injected.
Usually the injector pump has failed. You will also want to check the lift pump.
