Oliver himself was taught to do it by Fagin's 'Head Boy', known only as The Artful Dodger, but it was Fagin who mentored the boys in general. Fagin was eventually arrested and tried for his life- the judge offered to spare his life if he agreed to abandon his Jewish faith and convert to Christianity, but Fagin could not bring himself to do this and he was hanged. It's an example of him having some shreds of integrity and loyalty in the last resort, and not being a total villain.
