A Specialist fourth class is a junior NCO, while a Corporal is an NCO. Both may lead or direct troops, although a corporal is more inclined to do so.

The E-4 Technical Specialist rank was created in WW2 to deal with all of the new equipment specialists needed to maintain, repair, and operate the new equipment being used for the first time in the US Army. Radar, sophisticated artillery range finding equipment, etc. The rank was intended to recognize the specialist training these soldiers received and the rank gave them a little more pay.

A corporal was the 2d in command within a rifle squad. If the SGT E-5 is unavailable, the corporal was trained to handle lower ranked soldiers, communicate with upper echelons, and operate as part of a military/combat unit. More of a generalist with a different mix of skills. His rank of E-4 was recognized for his increased responsibility. Corporal E-4 was an authority figure. Technical specialist was only in charge of his machinery.

The rank dropped out of use in the 1950's but is was brought back into the Army during Vietnam and currently because of all of the comand & control systems, computers, and sensors (remote operated devices) being used to substitute for manpower.

Corporal... is a bit peculiar of a rank in the Army. Most personnel will never be pinned with Corporal stripes - they'll either be stuck at Specialist, or they'll go from Specialist to Sergeant, once they pass the E5 promotion board and attend PLDC. But, to be pinned with Corporal stripes, you'll have to make E4 first - Corporal is not a grade promotion, but rather, a lateral promotion, meaning you won't make a dime more for being a Corporal than you will for being a Specialist, and you'll basically be the low man (or woman) on the totem pole when it comes to unit NCOs. One of the common things units I've been in to do was to take a Specialist, pin them Corporal so that they could be the Staff Duty or CQ NCO for the day, then "demote" them back down to Specialist once their duty was over. Not all Corporal promotions are DA approved. Mine was, but, with my unit policy, when I PCSed to my next duty station, I had to attend PLDC before my next unit would allow me to wear my stripes. Policies differ between units.
