The numbers refer to the engine's displacement, the 3.1L has 0.3L more. The 3.1L has about 10 more horsepower and gets better mileage with the right transmission.
We have a 1987 Celebrity that we put a 3.1L engine in. The boost in performance is noticeable, as is the increased mileage.

There is a difference in the wiring and ECU between 96 and 97. I don't have a wiring diagram for them, but I believe most haynes manuals should have it. The 97 harness and ECU is a much more desirable setup if you intend to tune the engine since the 96 ECU is not supported by any aftermarket tuning programs.
