This is inaccurate because Pres. Bush and the Republican Party expanded the spending of the USA tremendously, mostly due to an expansion in military expenditures, and cut taxes, which caused an enormous federal deficit.

Individual members of the Republican and Democratic parties in the US vary from liberal to conservative. Most are in the center of their party's core beliefs. In general, the parties themselves have staked out positions where in the Republican Party, members generally favor lower taxes and a smaller federal government. For a generalization on the Democratic Party, it is safe to say that Democrats favor slightly higher taxes and a somewhat larger federal government.
The reasons and philosophies concerning these descriptions are detailed and are in flux.For example, under Republican President Nixon, the Environmental Protection Agency was created and the draft was abolished.

And, under Democratic President Bill Clinton, tough new laws were created to fight rising crime rates. And, a balanced budget was created. Also, in one of President Clinton's State of the Union Address, he made a large issue on why illegal Immigration was harmful to the nation, and steps needed to be taken to tighten immigration policies.

These examples point out how difficult it is to define US political parties. Based on any number of factors, US political parties can differ or not differ on any particular issue.
