Depending on the country, typically a BE is a Bachelor of Engineering, and a BS is a Bachelor of Science. For a list of all Bachelor Degrees, click on the related links section indicated below.
The bachelor of engineering degree is usually based on more hard science and theory, while the bachelor of technology is usually based on application, i.e. more real-world use of the technology. A technology major might be considered to be able to come "up to speed" faster in a given area more quickly, while an engineering major might be considered more well rounded and more able to diverge into other areas as needed. My knowledge is 40 years old, but an engineering major is (was) considered, in the long run, to be more valuable than the technology major. After 40 years, of course, experience is the leading driver, and degree is meaningless. (I say this because I have neither degree, but, with my experience, I am considered more valuable than both degree paths, combined, but that is just an aside.)
what is the better between b tech in food technology and b tech in civil
Agriculture and engineering are completely different. Agriculture has to do with how humans use the environment. While Engineering has to do with creation, ideas, building, mathematics, science, technology, etc
Different universities most probably have different names for what may or may not be similar bachelor-level degrees. Without knowing which uni awards a B.Sc. in Electrical Engineering and which uni awards a B.Elec.Eng. its impossible to say what the difference is. If you wish to compare two such degrees you have to read and compare the curricula of the two degree courses which lead to those awards.
