The difference between freezing and refrigeration when dealing with bacteria is that freezing stops growth and refrigeration only slows down the growth. Freezing also causes ice crystals to form and refrigeration only keeps food cool.

There are two types:

Chillers similar to those seen in retail environments will have a curtain of cold air blowing down in front of the shelves. Products placed in here remain at their temperature for longer at the temperature they entered the unit. The curtain of cold air stops the warm air of the building getting to the products. They will decrease in temperature to that of about 2 to 6 degrees if they go in above that but its a slower process. This is why there is a considered critical time when chilled foods need to come out of their storage and in to units. This makes them more efficient as well.

Refrigeration will normally blow chilled around the items and this brings down the temperature and maintains it. These units will normally have doors or curtains to hold in the cold air as they do not curtain effect as above. In most cases you will see these where products that do not have to be chilled i.e. drinks are required to be brought down and maintained quicky to temperature so that they are saleable as chilled
