A memo is an abbreviated form of a business letter; the text of a letter and a memo are very similar but a memo is used to communicate internally, between people within the company or organization, and doesn't require a return address or an inside address.

A note is a written message that can take any form, anything at all: a sticky note on your monitor to remind you of something, a note on the desk of a coworker or supervisor advising that you will be in another department or section for a period of time, a message on a wipe off board to the next shift that the mayo supply is low and only provide it to customers who specifically ask for it, a note to the boss that W013-164 gaskets must be reordered, etc.

An 'official note' would be a substantiating document confirming an unavoidable absence from your job. These normally take the form of a document on the letterhead of the provider and signed by a person of that organization. The most common providers of 'a note' confirming necessary absence from work are medical, legal, or government offices.
