It refers to the length of each joint. Range 2 drill pipe is ~ 30'/joint. Range 3 is 40-45'/joint. Casing is usually Range three. Range 3 drill pipe is common in deep water applications to reduce the number of joints required to make up a stand and to reduce handling time in A high cost environment. So it does save time but a big side effect that is normally overlooked is that side forces and the risk of casing or drill pipe wear significantly increase with range 3 drill pipe because the number of tool joints are reduced so the load per tool joint increases. This is more of a risk in deep TVD wells with shallow directional work (due to high tension loads across the shallow doglegs)
