What is the difference between a regular pencil and a mechanical pencil?

After using both of those pencils, I would have to say mechanical because it will write and draw better. It will come out smoother and the lead is exact.

A regular pencil is considered an instrument, a mechanical pencil may be considered a simple machine , in that it has moving parts that rotate, and move up and down.

Mechanical pencils are the same in principle. They allow you to have a (somewhat) sharp point on a pencil without causing the user to have a decent writing utensil without spending 5 minutes trying to get a sharp point on a regular pencil.
This question is redundant. Meaning that it is not necessary to used difference and different in the same sentence. If someone asked "What is the difference between these pencils?" you would need to identify the characteristics that separate one from the other. For example, one pencil may be yellow and another pencil may be green. An example of different types of pencils would be #2 pencils and mechanical pencils that use refillable lead.

It writes like a reagular pencil but when it runs out of lead you press the eraser and more lead comes out. When its out of lead you go buy more depending on the type of mechanical pencil:)

If they are using the term 'technical drawing pencil,' I would take that to mean a mechanical pencil. It simply has a fine (ie small) graphite.
Of course, a mechanical pencil is better because it has a skinnier lead tip so it makes it much easier to write. Wood pencils have larger, wider tips which wear down easily if you tend to write on a slant. Plus, mechanical pencils last much longer as long as you have lead with you for refills.
