Residency is a stage of graduate medical training. A resident physician or resident (also called a house officer / senior house officer in the United Kingdom and several Commonwealth countries) is a person who has received a medical degree (MD, DO, MBBS, MBChB) and who practices medicine under the supervision of fully licensed physicians, usually in a hospital or clinic.

In the United States, an attending physician (also known as an attending, or staff physician) is a physician who has completed residency and practices medicine in a clinic or hospital, in the specialty learned during residency. An attending physician can supervise fellows, residents and medical students. Attending physicians may also have an academic title at an affiliated university such as "professor"

Attending physicians are "in the area" just in case something happens, such as in a prison. Consulting physicians take appointments with specific patients. Admitting physicians are like those in the hospitals who just wait for the next injured or sick patient to be rushed in.

What is the difference between saying 'I am sorry' and 'I apologize'?

The difference between one apologising and one being sorry is very subtle. If one were to 'apologise', one would be admitting that something they did was wrong, but not necessarily caring. If one were to be 'sorry', they are not only admitting that they were wrong but owning up to it and actually feeling remorse.

What is the difference between referring physician and consulting physician?

The referring physician is usually your "Family physician". If you were having trouble sleeping for example, you usually would talk to your doctor who might recommend a sleep study. Your doctor would become the "referring physician" to the sleep study. If, during the sleep study, you appeared to have seizures, a neurologist might be called in as a "consulting physician".
