There are issues in the United States and other nations that have similar political and economic systems that are both political & industrial. However, here the differces between those that are different are addressed.
Example A. of a political issue:
Currently in most US States there are school closings for both Christian and Jewish holidays. A political issue would involve a few points, such as should these holidays of school closures be increased or decreased? Or, should important holidays in the religion of Islam be recognized as a school closure holiday?
Example B. of an industrial issue:
An electrictricty producer in New Jersey is known to add additional pollution to the air as the population of the State increases. The "industrial producer" has stated that this will happen and no one disagrees. The producer burns coal to produce the electricity. The fact is that to place stronger emission equipment on the facility will add x dollars to the cost of electricity. The issue is not one of "politics" its one of cost and air pollution.
Thus an example of a political vs industrial issue.
the political issues in the civil war was that the southerners wanted to spread slavery to the united states hence the was a difference in political ideology

Clashes between employees and employers cause industrial unrest. The activities of working people and labor when they protest against unfair conditions are industrial unrest. Low pay and bad working conditions can be causes of this.
A frame of reference in industrial relations refers to the perspective or viewpoint from which issues related to work and employment are understood and interpreted. It encompasses the social, economic, and political factors that influence the dynamics between employers, employees, and trade unions in the workplace. Having a common frame of reference is important for promoting mutual understanding and effective communication in industrial relations.
