Unless you are using a mail addon that modifies your mailbox window, there is a reply button on each piece of in-game mail you receive. Push that and you can reply to the mail that you receive.

In Settings, under Mail, Contacts, Calendars, choose Fetch New Data. Make sure Push is turned on, and choose how often the iPad checks for email. If you have several email accounts, you can choose which ones to push under 'Advanced'. Don't choose too often if you don't get alot of email, as it will use more battery life.
Because push has not been fully activated on the iPhone to continually check your e-mail while not having background processing.
