The Declaration of Independence served a dual purpose. Firstly it served to declare an independent state of the 13 colonies under British (England) that would be governed by the people of those lands. Secondly it served to inform the British Empire that it no longer had any sovereignty or claim over the territories. Furthermore, if Great Britain tries to exert any influence or military force, they would be met with opposition.
The Bill of Rights served to expressly state the rights of all within the new state and the basic law on how the state would be governed. It is that statement of inalienable rights that all were entitled to; life, liberty, and the pursuit of happiness.
