The Federal government is the National government of the United States of America, of which the state of Louisiana is a member. The powers of the Lousiana executive are subordinate to the powers of the Federal government. The state of Louisiana as well as all other states must adhere to all law of the United States of America.
State law is intended to regulate the interests of the population of a given state. The original thirteen colonies had diverse interests, customs, religions, and economies, and the constitution's framers wanted to give local regions wide latitude in ordering their affairs, and so by default the individual states have jurisdiction over any regulatory issue except those specifically retained by the federal government.
Some issues, however, can not be resolved individually by states. For example, if individual states were allowed to dictate their own rules on interstate commerce, diplomacy, warfare, civil rights, and similar issues, the result would be a confusing and ineffective welter of contradictory laws and policies. Federal Laws supersede state laws on these issues - for example, the US congress can create international trade agreements with foreign nations even if those agreements would disadvantage certain states who do not want foreign competition for their produce.
Over time, the federal government has expanded the areas over which it exercises control, particularly in terms of civil rights and some broad criminal issues (drug and gang related issues, terrorism, etc.).
