There is not a much difference between guidance and counseling. Both the terms are associated with grooming the individuals for future planning. In guidance you give direct direction to the person. On the other hand, in counseling different directions are given independently.

GGType your answer here... I don't know too much about guidance but to me it is generally a bit of advice given the situations you have discussed with the appropriate person. Counselling is a little different in the way that a counseller would usually focus on building a relationship with you where you become comfortable enough with each other to share things that you may not be comfortable sharing those things with many other, or any other people and eventually sharing the things that you didn't even notice yourself. Not things as such, like big dark secrets but they can be, but particularly how you FEEL about certain things.... working out why you think of a situation in a certain way and why that response is so important to you.
A good counsellour would take a lot of time to listen, and only offer their advice when asked for it, or simply make gentle suggestions. Basically, the rule of thumb for a counsellour should be "listen and follow, rather than take the lead". They are there to work out what you areeally asking, because really, we don't always know. Advising, when used to describe what a school counselor does, most often has to do with offering academic advice such as what classes to take, college information, etc. Advisors often do some sort of counseling, however, it is not what most would consider to be "therapy", as a therapist (or counselor) usually has a clinical psychology degree rather than an education degree. A person with this degree that does counseling is most often working with a theoretical orientation (i.e. psychodynamic, cognitive, etc.) and is working with diagnosable mental disorders.

I would think that a guidance program is the whole thing. This means that the guidance work plan may be inside the program. Its a more general term. While a guidance work plan is something more specific, like what strategies to use duign guidance and how to work through instances like this and that.
