The capacitor is a component that uses two conductive surfaces separated by a dielectric. In the poly film cap, the "rough" structure is like taking two small strips of foil (the conductors), with a poly strip (the insulator or dielectric) between them. Then the whole thing is rolled up and packaged in epoxy with a pair of leads coming out (to connect the two strips of foil (the "plates" of our cap) to the circuit. A ceramic cap is a small, think disc of ceramic that has a metal coating applied to each flat side (but not, of course, to the edge) and a pair of leads come off the coating. Dip this in epoxy or fire a coating on it and it's sealed. The difference is in the construction.
