hook a horse to it or buy a 350
There is no easy way to increase horsepower but probably the easiest way is to add a nitros system. Be aware that you can destroy the engine with nitros used incorrectly.
Get it chipped and tuned by a rolling road
get an electric radiator fan anf take the blades of the belt driven one 10-20 more horsepower
The smallest motor for a 16 foot Lowe boat is about 30 horsepower. The maximum size should be no more than 100 horsepower.
The fastest and easiest way would be to install a tuner but of course there are many ways to get more horsepower like an upgraded turbo, intercooler, cold air intake, injectors, etc.
The easiest way to get horsepower is size... All things being equal - the bigger the more power.
1980 35 Chevy motor has 235 horsepower (175 kW) and 285 lb·ft (387 N·m). More info at http://en.wikipedia.org/wiki/Chevrolet_Small-Block_engine
Buy a hemi motor and it will go right in there
The two are not related. CC(cubic centimeters) is a measure of piston displacement as is CI or (cubic inches). It is possible for various size motor diplacements to have the same horsepower. IE a 50cc motor as well as a 90cc motor theoreticall could have the same horsepower. (whatever that may be). Although, typically, the large the displacement, the more horsepower depandant on tuning.
"Horsepower" is the way to measure the power output of car motor. The more horsepower a car motor has the faster it can turn the wheels and that would make the car faster on the road. Going faster than some other car on the road is a way males measure their manliness. It also increases the "adrenal rush" you feel doing something that can be dangerous.

Any motor regardless of its use was invented to produce more power or to do more work than a person or animal could do. I'm sure that is the start of the term Horsepower. The amount of effort you can get out of 1 horse. An engine can produce hundreds of units of horsepower. Impractical to have 100 horses harnessed together when a small motor can do the same thing.
