The cause of the Stamp Act was the need for the British Parliament to raise money. They were broke because of the costs of the French and Indian War (aka Queen Anne's War). Since they felt they were protecting American colonists from the French and their Indian allies, they felt it was just to tax them.
The tax took the form of the Stamp Act which place a tax on every official document used in law and commerce in America. This was considered a burden on the colonists but, even more annoying, was the fact that the colonists had no representatives in Parliament to vote against the Act. This, they claimed, was "Taxation without Representation," which became a major reason for America's war of rebellion against the British.
