The presidential election in the United States, unlike every other position elected to Senate, COngress, or state positions like governor, is not voted directly by the people. Each state is awarded delegates based on the number of Congress members that state has. So California has the largest at 55. Most states are winner take all, which means if 51 percent of californians voted for Barack Obama and 49 percent voted for mccain, ALL 55 electoral votes go to barack obama. This is how Al Gore ended up with more votes than Bush but bush was elected president. it is criticized because the people do not directly choose as was the case in 2000.
Although this outlines the electoral college, i suspect this is a middle school or high school student, so do your homework f*g!

The people (read: noncriminal citizens above the age of 18) of that country. The people of the United States elect the President by Popular Vote, but the Electoral College is the body that officially elects the President into office. (There have been 4 Presidents elected into office by the Electoral College that lost the popular vote, which means that the majority of people didn't vote for that president. http://americanhistory.about.com/od/uspresidents/f/pres_unpopular.htm)
One proposal to change the Electoral College system is the National Popular Vote Interstate Compact, where states agree to award all their electoral votes to the candidate who wins the national popular vote, regardless of the outcome in their state.
Since 1832 the president has been elected by citizens through the electoral college.
