That's a pretty pointless question, as any current record can be beaten by an equally skilled rider going down a steeper slope. A top rider should be able to do 40 KMH for some time, and peak at about 60 KMH in a sprint
A good bike to use in a time trial road race would have to be a time trial bike. It is a racing bike that is designed for use in a individual race. They do have racing bikes also.
