the fastest way is to get 50 fishing level and fish swordfishes they give 150xp if your fishing skill is lower than 50 so you do what i will tell you.

If you mean "get to level 99", fishing is certainly slower than some other skills. The fastest skills in this sense (for non-members) are probably cooking and firemaking.
