I would guess that a cb650 and a cb750 would be the same so the fuel filter is in the shut off valve on the bottom of the fuel tank. You have to drain the tank. Unscrew the locknut securing the fuel shutoff valve to the fuel tank and remove the valve. Put rag under the tank to keep drips off motor - remove the fuel filter from the shutoff valve. Clean with a medium soft toothbrush and blow with compressed air. Replace if defective.

The PCV valve is internal and shouldn't need to be replaced. The fuel filter is located at the rear of the car. It is by the fuel tank and rear axle.
Inside the tank, take off the fuel shutoff valve.
No fuel in tank; clogged line at/in the fuel tank; clogged fuel filter; carburetor needle valve is closed, fuel float stuck closed. Disconnect fuel line at carb, if you have fuel there, the problem is at the needle valve or float; if no fuel. the problem liies between the carb and the tank, next methodical check would be the fuel filter, etc.

Hey Minnie==Trace the fuel line from the tank toward the engine and you should find the filter about midway. The pcv is in the right valve cover. GoodluckJoe
