It depends on the jurisdiction you are in. In most countries or states, tampering with any kind of utility box on the street or in a home may well be considered to be criminal. If the tampering results in damage, which is likely, charges of criminal or malicious damage may apply. If the tampering is with a view to obtaining services without paying for them, offences of theft or fraud might be considered.
In most jurisdictions, fines may be considered but the offences are also very likely to carry a jail term as well as or instead of a fine.
On balance, it's probably best to leave all adjustments to the local cable box to the cable company themselves. I understand that most prisons have a very limited cable service.

No you will be fine. The new cable converter boxes are for people who are using antennas (or some people call them rabbit ears) to receive a signal. These people will no longer be able to pick up this signal. If you television is able to connect to cable, it is okay.

Sounds like you hooked the 3-way splitter to the RF out coax jack on the cable box, which only puts out rf on channel 3 and only what the box is tuned to in regards to programming. Hook up the line from outside to the input of the splitter, each output of the splitter to each cable box/tv input.
