a catalytic converter is something that attaches to the cars exhaust, usually attached right to the engines exhaust manifold. It's purpose is to finish burning unburned, or partially burned fuel. It uses accelerants in order to do this. as such it's full of many precious minerals such as gold and platinum which is why they are so expensive. The catalyst monitor is a system that uses two oxygen sensors. one before the catalytic converter and one after. By using these two sensors the catalyst monitor system can determine if the converter is properly doing it's job. this system can throw a check engine light code usually for a bad converter or one or both of the oxygen sensors is bad.
Pre-catalyst is a catalytic converter that is fitted to Diesel engines to control emissions soon after engine start up when the main catalytic converter is not yet up to operational temperatures. In Europe a pre-catalyst is commonly used where a Diesel Particulate filter is fitted for stage 4 and 5 emissions requirements. The DPF is placed upstream from the main catalyst and in turn prevents the main catalyst heating up quickly enough to control the very initial emissions.

I've never heard of a vehicle that has a catalyst. A catalyst is like a bridge itallows things to happen. I think you are thinking of a catalytic converter. This is the box around your exhaust pipe and it is used for partially reducing the toxicity of emissions from the combustion of gasoline
