It is a dial tone ( like Morse Code) and functions as the carrier wave for the phone call, once ( dialed up) the message traffic rides on the carrier. ( not necessarily Flat on top- pun intended with aircraft Carrier. Some house intercoms do not have dial tones- so to speak, and are called CS- for Carrier Suppressed, just pick up and use. I prefer the dial tone as you know the system is (up). pick up receiver, get dial tone, dial!

Depends on where you are- I assume you mean the audio frequency- in the US, it is an A440, in most of Europe, it is 425 Hz. some older systems have different frequencies, some as low as 30-60 hz.
