The front axle of a 1998 Heritage Softail is as follows: 12 1/2 inches long with the large diameter end being 13/16" for 2 3/16" , then it tapers to 22/32"(11/16") for 8 3/4" long, then 5/8" for 2 3/8". Then it tapers to the threads which are 1/2 diameter. These dimensions were eyeballed from my measuring tape which is accurate to 32nds. (I just happened to have my front wheel off.) These are pretty good dimensions, but I would have one machined from this. Maybe ordering one to give thr salesman a clue to what you need.-Luke

It's a softail with a springer front end installed. The springer front end has an extra spring loaded/shock assisted shaft that the axle mounts to for the front wheel's suspension. Some people add springer front ends to other models as well.
You should have a 1" axle front and rear.

some have set screws and some just press on.
Both Harley Davidson softails and hardtails look very similary. The main difference is really a matter of the suspensions. On the softail model there is a rear suspension that makes for a much smoother ride than the hardtail. The hardtail frame is all one piece in which the rear axle attaches directly to the frame.
